TinyMCE only partially working

Problems: Upgraded to the newest efic and everything is running smoothly except for tinymce. I can see it for news and that is it. I have checked the admin preferences which has tinymce turned on, it is on in my own personal preferences and I have had several admin and regular members check for me in reviews and add story but it isn't there.
All the files are in the tinymce folder and the tinymce option is there under all the text boxes and it checked, when it is unchecked nothing changes and when checked again, nothing happens.
In tinymce configuration the 'message' section is completely blank but did have text until upon checking (the manor site which has tinymce working effectively without any problems from the same upgrade) the box there was blank so I changed it to blank as well.
