I thought it be a good idea to have a genres option in the admin panel as well for the efictiion and also can
their be a thing for the users to add characters for original fictions at all?

This is what classifications are for. For example, I have three types classifications on my site: genres, warnings, and story types. Once you create a classification type you can add individual items under them.
Characters can be tied to specific categories. This is an admin-only feature however so users cannot add them on their own. You could look into installing the tag cloud feature and instead of story tags, maybe alter that feature to be used as character tags.
