Just a little bragging before I called it a day:
eFi 5 will support full UTF8 character set for login, names, passwords, everything (not emails, but that's to comply with RFC standards). Just tried it out with russin login, worked like a charm, just registered a user named ЗВЕЗДНЫЙ on the test plattform, so I'd say anything else should work also.
Btw, anybody need more than UTF8 to support their language? That's quite beyond my scope, spoiled European here ...

I think some (but not all) are supported by UTF-8, according to a quick Google search.

UTF8 is dead, long live UTF8MB4 (which is 4-byte character set) for MySQL, according to documentation, it goes from Japan through all other asian languages and stops in Klingon Orbit 🙂 (The later I cannot guarantee, though). Let's see if I can scratch up a quick test ...
This is the userpanel, to be precise the authoring section, this is the current stage of the story edit mask, we are seeing a chapter being edited, that's why only story title, chapter title and chapter text are visible. To the right is a list of chapter with there title, there you can change their order by drag and drop.

Ah, and while we're at it, in case (and I assume it is the case) you are japanese, can I send you a few text parts some time for translation so that I can see if a UTF8 language pack works? All I can come up with is them nasty german umlaute, but they are standard character set.
