I attempted to upgrade my fiction archive to the newest version. At first I had successfully upgraded my settings, but then my welcome message and all of my stats disappeared. Then, I made the mistake of logging out of my account, and I kept getting a "do not have permission" error to login to my account. Then, I attempted to delete everything from my web server, except for my stories folder and skins folder, and reinstalled everything in the efiction 3.5.3 folder. Now I'm getting this database error. Please help!

I'm not sure if this will help, but did you update the config.php file with your database information?
At this point, I'm just trying to do a completely new installation. I'm getting stuck at this error:

I downloaded the corrected file, and I'm still having the same issue.

It's not finding a file at the path root/includes/class.TemplatePower.inc.php. Assuming you are not missing this file in the includes folder, then it might be because it looks like your install file is at the root instead of in the install folder. Possibly the install file is trying to navigate to the TemplatePower file and can't find it because the install file itself isn't where it expects to be.
So, assuming you aren't missing the class.TemplatePower.inc.php file, then trying moving install.php inside the install folder?
