When I grab the bottom right corner to alter the size of the textarea box, it screws with the width of the page and won't reset itself. It pushes to the right since its initial state is centered and i made it wider. It is retained on the page it was altered on. Note: unchecking the toggle and checking it again will reset it, wonder if this is the kind of bug you set to 'wont fix'

any tinymce box so i imagine so if it has one. Tested it there, no not an example. So it seems it only appears where there is a toggle, i'll mod you

So, you mean that you can drag the textbox to the right over the surrounding border and it doesn't jump back?
I think it is the intended behaviour. If the user really wants to drag it thus far in spite of distorting the page layout it's his/her problem really. Although for me it didn't distort it too much – everything else stayed in its place, just the textbox stretched over the background. And I could also easily drag it back without any problem.
BTW, I have set it on my site so that the resizer works only vertically. That is, users can only drag it higher but not wider. To do so, you should add this to the tinyMCE configuration (Admin -> Custom Pages -> tinymce -> Edit):
theme_advanced_resize_horizontal : false
