When I hold the mouse over search it tries to point to http://fanforge.net/#
If I type in http://fanforge.net/search.php I get the search page and it seems to work. In Admin->Page Links where do you have Search pointing to?
I don't remember seeing a {search_content} unless you are trying to do a searchbox on the home page.

You can see the space allotted for the search field beside the link 'advanced search' but the variable did not work. So the css works.
