The Library of Congress was actually around in 2004 - under another name (The Bullpen) but a few mishaps happened (someone hacked into the server and we lost a few databases - our forums AND our eFiction database) that made me reinstall and start over.
There is only a base skin for now but chances are very good I'll end up creating skins based on the TV shows available on the LoC.
