Well with the fresh install I made at http://beta.fanforge.net, I noticed that it is always in maintenance mode. I have a few times tried turning it off and on. Currently it is set to off. It still refuses to let me go anywhere unless I am logged in. Thank you.

Have you checked fanfiction_settings to verify that 'maintenance' is set to 0?

Other than that, you might try clearing your cookies & stuff?

Did you bridge it with SMF? I had this problem when SMF was bridged incorrectly.

1 means 'on'.  If you change that that 0 in PHPMyAdmin it'll turn it off.  For some reason it's not working through the admin interface - are you having any database connection issues?

Hmmm... this is all conjecture, but when I first upgraded to 3.0 (like, 3.1 or something) my test site had a problem where the settings table wouldn't work with the prefix.  I've seen variously $settingsprefix and $tableprefix.  Maybe there's something wonky going on there.  I think $settingsprefix is defined in config.php.  $tableprefix, of course, is defined in the settings table.

So, the important question here: is that the only setting you can't change?  Can you turn reviews or submissions on and off, or things like that (anything that goes into fanfiction_settings)?

Please check and see if this is an issue still with 3.5.1. Thank you.

Was a bad install, I assume. So, I'll say fixed.
