It'll depend on the skin. Probably either index.tpl or header.tpl depending on whether the stats show on every page or just the index page.

Did you delete the database as well as the files?  You need to empty the database before starting over.

You can't add it to the text of the block in the admin panel. You can add it beneath the block {info_content}{admin_area}

Use the {adminarea} variable.  It won't show up to non-admins.

You seem to have the install in the right folder now.  I just think you might have some of the files in the wrong place or missing.
