TinyMCE Configuration Page Does Not Show Up

My TinyMCE Configuration page does not show up. I've attached a screenshot of the actual page that shows up when I click on the TinyMCE Configuration link in the admin panel. I'm not sure how to fix this. I've searched on this site as well as the TinyMCE site. Thank you.

ETA: I think I may have found out one of the causes to this issue. For some reason, when I click on "Configure TinyMCE" on the settings menu, a custom page is created and this is what is showing up. The problem now is when I delete this custom page, then go back to the settings menu to see if Configure TinyMCE is working, a new custom page "TinyMCE" is automatically created.

What you are referring to is a messages page, like the welcome message or copyright. I'm not sure what this is actually used for or if you were to type a message in here where it would display. I've never tried it out.

You can toggle tinyMCE off/on through site settings.

I believe you have to customize it through your files (the tinymce folder). This isn't something I've messed with either so I'm afraid I can't be much help. Unfortunately I don't think this is really something that was meant to be simple to mod through efiction.
