i install the system and i post a test story and that story sont display.
and whan i treid to translet to hebrew i have encoding problems i change encode to windows-1255 and not all fixed.

Please fill in the support request template in the sticky thread at the top of the thread. We can't really help you much from the information you've given.
Your test story may not be displaying for a number of reasons. The most likely is that you've got the archive set up to moderate submissions and haven't approved the story. Check Admin -> Submissions. If the story is there, you just need to validate it.
There are known issues with encodings other than ISO-8859-1. Unfortunately people report it then don't stick around long enough to help fix it. Make sure the encoding in the database matches what you've set in your language files. You can check this via phpmyadmin in your host's control panel.
