It's a bug in the script.  The install/update script didn't add a message for the tinyMCE config.  Go to the Custom Page admin panel and add your tinyMCE configuration there.  Use the name "tinyMCE".  Title doesn't matter.

a ha! FINALLY!

Resolution obtained by:

1) ensuring there's a custom page by name of tinyMCE, title not important
2) leave blank, save.
3) insert config via the tinyMCE config in the admin area, submit
4) go out of the admin area, click to add a story/review and see if the config is reflected

Fixed?  Great!  Not fixed, see next steps

5) if  it's still not playing nicely, go into your database and make sure that your ' ' didn't get changed into HTML special character codes [&quot]
6) if they did, then paste the config into the message_text area, click Go
7) check your site by clicking to add a story/review

The latter was what the problem was in my cases.  Thanks so much Tammy, it finally all congealed.  Will edit the first post to mark as solved.  πŸ˜€

Turn tinyMCE off when entering the tinyMCE config info via the admin panels.  You can use the toggle to turn it off.  TinyMCE "safes" text entered into the panel by converting characters to HTML special character code.  Keeps people from entering scripts into your site.  As Martha Stewart would say...it's a good thing. πŸ™‚
