State the nature of your problem: This test site used to be a 3.0 beta test site, but I decided to delete everything and create a new 2.0 test site so that I can practice upgrading before I do my live archives. I uploaded all of the 2.0 files, set the settings, uploaded a test story, then I uploaded all of the 3.0 files just like the instructions said, being sure not to replace config.php. When I went to my test site, my 404 error page displayed even though the folder exists (as do all of the necessary files). When I tried the upgrade before during the beta (and completely screwed it up by deleting the old files before uploading the new ones), this didn't happen.

May be a silly question, but are you sure you've got all the files uploaded? Specifically, are you sure the install folder.
Not a silly question when the answer is that the install folder wasn't uploaded. I can't upload too many files at a time or the server rebels so I uploaded only a few folders at a time and missed that one by accident. (the TinyMCE folder is a really big pain in the rear) I can access the upgrade now. We'll see if I can do it correctly this time.
