State the nature of your problem: I can't see the problem personally, as it works for me in Internet Explorer and Firefox fine. But a few people have reported that they cannot see the new skin properly in Internet Explorer. The new skin is mostly black, with a picture banner at the top and a flower background. Apparently, they are only seeing a black background nothing else of the skin. I have tried this one two different computers, and my three Mods have tried it on their computers as well, and it works. But I cannot see why some people aren't viewing the skin properly.

It's working fine for me. Find out what version of IE they are using. I suspect they have not upgraded to IE 7 and are using an older version. If possible, also get them to send you a screencap. It really helps to be able to see the problem.
Ah, so it's a version problem? Does this mean that the skin won't show for anything below IE?
Unfortunately, they didn't leave their email addy in the shoutbox, so I can't get them to send a screencap.

Well, without being able to duplicate the issue (in IE 7), that's jut my guess. You can probably fix it if you can figure out what's causing the problem. Without being able to see it, that's hard though!
Actually, I'm getting this error for all of my original skins. The alignment is funky for only one page. Here are the screencaps:
