Modifying the look of the Shoutbox block

I am currently trying to modify the look of the shoutbox block so that it appears in a scrolling div with the comments appearing BEFORE the shout form. At this point I have the scrolling box set up, but I'm having a little trouble figuring out how to switch these two elements around.

I'm pretty sure I'm going to have to edit the "shoutbox.php" in the blocks folder for this, but I have no idea how to go about doing something like this and don't want to mess it up. Advice, please? Thank you!
