sorry if this has been asked before but I have been trying to find out what the different levels of an admin ( mostly 3 and 4) enable the admin to access and I've looked in the documentation but I could'nt see a description
so any help is appriciated thanks!

In the admin page, there should be several different rows ... the top/first is what a level 3 can see, and so on.
Level 4 can't actually access the admin page, I think. There are the edit/delete and admin page link... but I actually get this:

I haven't investigated it for version 3, but in theory the idea IIRC was this: level 4 is a (approved) member who can validate his/her own stories. Level 3 are moderators who can validate/edit/delete other members' stories. Level 2 is admin who can access all admin pages except for site's settings. And Level 1 is the admin who can access also the site's settings.
But probably someone else may tell this more in detail.

Correct me if I'm wrong, but I figured it out this way:
As eyedam said, a level 4 admin is just a validated author.
But when you got to the admin page, a level 3 admin can only see the first line which is in my case: new series, new story, featured stories, news, submissions, help, skin and version check.
A level 2 admin can see the the first two lines, so apart from an level 3 admin can do, he can also manage the messages and the members (but only to a certain extent, he cannot change their pennames for example), add classifications, characters, ratings and categories and he can also use "Mail Users"
The Level 1 admin is of course able to do everything ;D
But you can also manage what the different admins can do and allow them different things. When you go to "Panels" and you just chose "A - Admin" from the list you can see what functions the different admins can access and change them if you like. PHP info for example is only accessible for a level 1 admin but when you can edit this to every level you like. As soon as you for example have changed it to level 3 it appears in the first row at the admin main page.
