Is it possible to have any image uploads logged by the action log OR some sort of notification e-mailed to the admin? We're thinking of enabling image upload, but I don't want anyone to be able to upload anything (content wise) and would like to be notified of when someone uploads something to the site so we can just double-check.

Yeah. You'd modify user/manageimages.php. You can use one of the other log items from stories.php for an example.
