When I try to go in to the block section to disabale stuff  like site news and most recent
the items are still there  I refreshed and cleared cache I would also like to get rid of the top tenon the tool bar
suggestions please ?

Just to be clear, you're going to Admin > Blocks, and setting them to Inactive? That's one way to do it. Again, the CSSZen controls a lot of the block stuff in the variables.php file, so you might also have to change it there. You might have to set some of the [blockname][status] to 0 (or delete them, if you've rather control it through the admin control panel).

Well in the block section under option  there is no 1-4 level there  is
Number of items:
Length of Summary
in the pannels  under the news  one which I guess is for the site news I tried to set that to zero and still no effect
I guess I am going to have to edit the skin apparently this is a bug that should be reported since the item that is suppose to turn the item off does not.

It's not a bug. If you read the skin documentation it explains it all. Pretty much anything in the blocks control panel in the admin control panel can be overridden by an individual skin's variables.php file. This is so that not every setting has to be global. Say for instance you want one skin to display the category descriptions in the category block, and for another you don't. It's actually a good customization tool.

I don't know what you mean by levels one through four, so I can't help you there.

There's an individual "option" section for most blocks. The one you describe is probably most recent or featured.

So, to modify a lot of that stuff you probably have to change it in the skin's variables.php. However, if you're trying to get rid of it entirely, then just edit the index.tpl file and remove them. Look for {news_title} and {news_content}. They always follow the pattern {blockname_title} and {blockname_content} where "blockname" is the name of the block. Make sure to set them to inactive in the blocks control panel/variables.php, though, or you'll be using system resources needlessly.
