I don't know about the skin issue (moving blocks) but for changing the welcome message. Log in to your Admin account. Go to Admin Panel>Settings and then click on Welcome message. You can edit the text there and click submit. That will change it.
Just a suggestion, you might want to ask the question about moving the blocks in the skins subforum here.
