Creating Panels with Links

First off, I know little to nothing about this stuff, so I'm probably getting the lingo wrong. Sorry about that. Second, I really hope I'm posting this in the right section. I apologize if I'm not!

What I want to do is add a new tab/panel at the top of the site. It's the part where is has "Home", "Most Recent", "Authors", etc. This tab will either link to another site or will house a link to another site. I just want it easily accessible for my members.

I've already tried to create a new panel, block, and link for this other site, and nothing seems to work. I found a link, but the error says that the page does no exist.

Create a new page link for the other site in Admin > Page Links. If you already tried this and got a "page does not exist" message then I suspect you may have entered the URL incorrectly.

For example, when I wanted to add a link to our site's forums to my eFiction install's menu, I created a new Page Link with the following settings:

Name: forums
Text of Link: Forums
Link Access Key:
Link URL: http://forums.dracoandginny.com
Link Target: Same Window
Link Access Level: All

You can add this link to skins and such by putting the name in curly braces, with {forums} for my example, though there are other ways to get it into the site menu. I suggest reading this wiki entry: https://efiction.org/wiki/index.php5?title=How_to_change_the_site_menu
