I love the challenge idea and have a category for it on my site but for fear of spam and everything else I turned it off but would like to know if there was a way to make it so only admins can issue a challenge? Because I'd love to have it on and out there for people to see and reply to but I don't want spam.
Don't let anon users post challenges. That's what I do.
You could take off the "Issue a challenge" link on all your skins if you want, and then only add challenges by going dirrectly to the url. I wouldn't reccomend that though. Anyone who knew the url could post, and if you forget it, it could be a problem.
Go to here on your site to turn off anon challenges:

I don't think so. I've never seen the option. It would probably require a modification.
