I'd like to change the story notes section to a Mandatory Disclaimer section. I'd also like to change the Chapter Notes section to an Authors Note section. Is there a way to do this?

You can change most of those names in languages/en.php.

The only way to make them mandatory is by having the admins check the story through validation.
