This block displays the most popular stories.
Additionally, it also contains a combo box with time-frames:
* All times
* Today
* Last Week
* Last Month
* Last Quarter
* Last Year
What the block does is to sort all fics by reads (count) DESC. When one of the combo items are selected (other the All times), it filters the fics by the period selected.
You use the block with the {featuredficdom_title} and {featuredficdom_content} in your skin. No database changes or specific tables required.

How are you calculating those time frames? You don't have a historic record of what the read counts were last week or last month.
