I had no problem submitting a response on my test site as a non-admin. I signed up at your test site.  You've got submissions turned off though so I can't do anything to figure out what's going on for you.

At http://stuff.devianthearts.com/ submissions are off.  I have no "Add Story" link in my "Account Info" area and when I go to the URL directly, I get the not authorized message.

i have my submissions on and everything is set the way it has always been, and it was working then.

It's 3.2, with the fixes posted on 2/28.

I updated today to 3.2, but I have the problem that Authors can't respond to the comments... (and also...  the count of comments in news doesn't function - still searching thru the forum if someone already told that)
