Approve members before they can do anything?

I thought there was a way of doing this, but I'm not 100% sure.
I'm running your run-of-the-mill eFic 3.3.1 install, no bridges or anything like that. I'd like to be able to "approve" members before they can officially be added as members, visible on the Members list, able to add stories, things like that. The reason for this is that I'd like to make sure people aren't using pennames that break the rules, or emails that bounce, and at the moment, I don't know how to edit editbio.php to alter the regex expression that controls the pennames.

Also, when I DO get bounced emails, the members are already in the database, and pretty much the only thing I can do is lock the account and either
a) wait for them to contact me
or
b) they'll sign up under a new name and hopefully a different email, which will not bounce

Is there a way of accomplishing this? What I'm thinking is similar to closed forum/communities, where people have to be "approved" before being allowed complete access. I'm not sure if this is the same as a "validated" member, though?

Validated member only means their story submissions don't have to go through the validation queue.  There's nothing built into eFiction that would let you do this and modding something in would be fairly involved.

Is there any way to at least be notified when a new member signs up? That way I have some sort of record of who signed up, from what email, and when.

You could look at the Action log. It will tell you when someone registers and gives you their user name, the date, and their I.P. address but not the email address.

Just go ADMIN->ACTION LOG and choose RG in the pulldown for New Registrations.

Mind you it's not as convenient as getting an email but at least one can check periodically.

You could also request this as a mod and see if anyone's up to this.

Thank you, that helps! It's unfortunate that I have to lock the accounts of members whose emails bounce, but I can't think of another way of making sure they are aware that anything's wrong with their account. This method also allows me to make sure new user registrations aren't breaking the rules I've set forth, without trying to create a new regex expression in the edtbio.php page.

Still, if there were some sort of notification in place, I'm sure that would be handy, so I'll consider requesting it as a mod, though perhaps with a "bit more to it" than I mentioned here-- basically, not just a way of being notified, but maybe a way to approve someone the way I mentioned in the initial post, too. If someone doesn't mind digging in the code, maybe it's workable; I've seen it with other PHP scripts, though I don't know how complex the process is.

You could set account passwords to be set through e-mail when they first sign up. That way I know that every active member has a working e-mail address.

I changed it to randomly generate a password at registration. I know this will only impact new registering users, though. I am curious, people CAN change these randomly-generated passwords once they successfully login once, right?
Also, what would a mod do if someone DID make a typo with their email and they never got the randomly generated password? Short of another account being created, what could be done?
