There is an orangish frame around the outside of the Library skin (which I love).
Is there a way to add links to those areas?

Do you mean at the very top of the skin? If so, yes it is possible to add links there - it's actually why I included that bare space when I designed the skin. Simply open header.tpl and look for the place where it says
<tr><td valign="top" class="topsectionlinks" align="center">
<p> </p>
</td></tr>
You would input your links where the is.
