Hi,
This morning I tried to update the welcome message setting on my site and when I submitted the changes, the message said "successful" but when I went to my main page, the welcome message was entirely gone. The admin panel won't apply any changes to the welcome message, despite the fact that every time I try it says the action was successful. I also tried to turn off the stats block but that didn't work either.

ETA: Seems like changes made in the admin panel generally aren't sticking. I upgraded from 3.02 to 3.1.1 yesterday...could that have something to do with it?
People have reported similar problems with the footer, so I'm guessing it's a bug.
I had the same problem as you when I upgraded to 3.11 yesterday. After almost pulling my hair out, I typed in a new welcome message, and made sure that Use tinyMCE was unchecked and then hit the submit button. For some strange reason it worked.
PS, later I did go back into settings to the welcome message and checked the Use TinyMCE box and clicked the submit button. Everything is fine now.

My welcome message setting doesn't have the Use TinyMCE options. I tried to turn off TinyMCE in the Site Settings but it has no effect. Woe!
