I deleted a story that was in my submissions que and I got this error:

I started here

I did it from the actual chapter though, viewing the actual chapter even though it wasn't validated. And the story did not have any text, so maybe the file just didn't get created.

Yeah it looks like the file didn't get created.
I don't know if this is a bug or not. it hasn't happened again, and no one else seems to have reported it on this board.
