Categories not counting properly

Description of problem: My site requires admin validation for every chapter.  When a person submits a story, they choose the category that their story would go in.  However, sometimes I think they have miscategorized their story, and I change the categories.  When I do that, even though they haven't been validated, they subtract from the number of stories in the category.

For example, say a person submits their story for validation in Category A, which has 0 stories.  I move the story to Category B, and now Category A has -1 stories in it. (see the screenshot)

I hope the problem description has been clear -- it's a bit complicated and for some reason, it only happens during the validation process.  If I simply move an already-validated story from Category A to Category B, the values are correct.

The only solution I can see is to have everyone submit their stories in the "Newly Submitted" category that I made, and have ME categorize them for them, because it won't matter if the Newly Submitted category has -1 stories in it.  Otherwise, I have to move all the stories from a category, delete the category, remake it, and move the stories back so that the counting is corrected.

Well short term you could validate the story and THEN change the category.  You can fix the counts through the Archive Maintenance panel in the Admin area for now as well.

Bump.  This should be fixed with 3.1.  Is anyone still seeing anything like this?
